Roles are tied to authenticated accounts in users.db. A username alone never grants Owner or Moderator access.
Timeouts block chat but allow watching. Bans block login. Owner can also disable accounts or force individual logouts.
This is the standard/default 7TV library. It stays separate from any emote set you load below.
